The Red Cliff Band of Lake Superior Chippewa’s Native Connections Project is looking for an individual to serve as an evaluator for the project period, ending September 30, 2021. The Red Cliff Tribal Council has the right to reject any and all bids.

Description: Native Connections is a five-year grant program that helps American Indian and Alaska Native communities identify and address the behavioral health needs of Native youth. The program supports grantees in: 1) Reducing suicidal behavior and substance use among Native youth up to age 24 2) Easing the impacts of substance use, mental illness, and trauma in tribal communities 3) Supporting youth as they transition into adulthood The Red Cliff tribe seeks an evaluator with knowledge of SAMHSA grants and sensitivity towards Red Cliff traditions and culture with the experience to foster a culturally appropriate evaluative process when assessing the interest, needs, and data which develop from the annual Strategic Action Plans and Community Systems Analysis for the project.

Expectations: 1) Administrative Activities a) Update and execute contractual agreement for services through fiscal year 2021 b) Serve as Lead Evaluator for federal grant purposes c) Participate in required quarterly teleconferences with SAMHSA and Tribal Tech, and all grantee webinars d) Attend mandatory grantee conference if required by SAMHSA

2) Local Evaluation Activities a) Teleconference with Project Coordinator and/or Director at least monthly b) Attend on-site meetings with project staff at least quarterly c) Provide technical support for design of data collection tools and processes d) Provide technical assistance with local data management e) Help develop and monitor implementation of annual Strategic Action Plan (SAP) f) Conduct qualitative scoring, data analysis, and summary of Community Readiness Assessment interviews conducted by local Red Cliff staff; help facilitate the community workshop to share the results g) Provide technical assistance with developing reporting approaches to track required federal performance measures h) Provide assistance with optimizing linkages among tribal and state prevention efforts as appropriate i) Attend local trainings/events/activities provided by the program (as appropriate) to gather process evaluation data, and design and summarize short surveys for event booth visitors 3) Community Indicator/Surveillance Suicide Data a) Collect, summarize, and present national, state, regional, and local suicide data as available b) Collaborate with local Police Department to obtain, track, and summarize local dispatch data related to suicide threats, attempts, and victims for federal reporting c) Collaborate with other state and regional surveillance data collection coalitions and efforts 4) Local Policy Development a) Collaborate with project team to identify, develop, and track implementation of local policy change opportunities related to suicide prevention 5) Federal Reporting Activities a) Assist in use of required SPARS Data System b) Assist with reporting of federal performance indicators as necessary c) Update quarterly Community Systems Analysis (CSA) and send to SAMHSA d) Write required Annual Story Report and collaborate with team to finalize e) Assist with preparation of annual funding reapplications to funder
